Rule 8.28 - academic titles generally follow the pattern for civil titles, which is rule 8.22 - unless generated by a political office, where capitalization of a title in any position is the norm, civil titles are capitalized only when used as part of the name. actually, the current Zotero APA style doesn't capitalize - it just prints whatever is in the title field. Which is why you should try to keep your titles in sentence case. The reason we/I don't use the "sentence case" command for any style is that it isn't a very smart command - and I don't think there is any way to make it:
